Center Of Curvature - new RMB option - would love to see this in more commands

User Access:
"Center of Curvature" command is available in most point-pick popup menus (i.e. RMB menus). User selects the command from the popup menu, then picks a location along an edge or curve.

User Impact:
Existing command previously found in only a couple of point-pick popup menus, now available in all such menus that also include the usual options "Middle", "Along", etc.. Makes it possible to pick the center of an edge or curve that looks like a circular arc, but has no critical point at its center. For non-circular edges & curves, center of curvature varies with location along the curve. Reports an error when the curve is linear at the selected location.

improve default template config options

User Access:
Configuration/Files/Default object templates.

User Impact:
Moved the fields for default part, sheet and CAM object templates from the configuration menu’s "General" tab to the "File" tab, underneath the "object template file" field. Added a browser icon to each field that displays a list of object templates available in the default object template file. Selecting a template from the list adds it to the corresponding configuration field.
